GHANA JOBS Team Lead

Job Description
WEI seeks local candidates for the following positions for the anticipated ‘Education Outcomes Funding’ program. The objective of the program is to ‘strengthen support for schools and out of school children through education’. This 5 year program will be implemented in the Northern and Upper West regions of Ghana to provide Complementary Basic Education to children who are currently out of school with the purpose of reintegrating them back into primary school. Additionally the program will support schools to implement sustainable interventions that will lead to improved access, learning and retention. Effective literacy and numeracy education will be at the heart of the program.

Description
The Team Lead would lead the EOF team and work with WEI national and international experts to enhance learning of children and create a lasting positive impact in their lives.
Roles and Responsibilities

Responsible for the overall coordination and management of the EOF project.
Facilitate meetings with the management and program teams of partners at least quarterly and discuss how project is managed, communication channels, disbursement of funding processes etc.
Lead in planning and coordinating to ensure timely and quality implementation of all program activities.
Develop strategies for cross cutting themes (safeguarding, Gender and Social Inclusion, Teaching and Learning Material, capacity building) with other Programme Leads.
Represent the Project and WEI to MOE and other external stakeholders, effectively communicating challenges, successes, and contextual changes throughout the course of the project.
Work with all technical leads in various technical areas to provide oversight to the project team and consultants as may be relevant.
In conjunction with the finance team, develop and monitor the project budget and ensures regular reporting to the donor.
Oversee project performance management plan including working with the M&E Team to set and work towards targets, define indicators, and ensure quality data collection and analysis.
Oversee timely delivery of all technical and financial reports and deliverables, reports to donors, partners and stakeholders on programmatic progress.
Work with M&E and communication teams to plan/ develop effective documentation, including opportunities for peer-reviewed articles etc.
Work with WEI International to strengthen technical interventions and program management.

Required Skills or Experience

Master’s degree or higher in Education, Economics, Public Policy, International Development, or related field
Seven years project management experience is required
Experience developing literacy and numeracy instructional programmes is desired.
Experience designing and managing education programmes is required
Experience working in West Africa is highly desired.
Excellent written and oral communication skills in English are required.
Recognition as national or international-level expert in policy related to education development is desired
Experience managing comparable national education programs.
Demonstrated ability to establish and sustain professional relationships with government counterparts.
Ability to work as part of a team with in country staff and external consultants.
Experience working with Results Based Financing is a plus.
Knowledge and or experience working in Northern and Upper West region of Ghana is desired.
