GHANA JOBS Senior Operations

Job Description
WEI seeks local candidates for the following positions for the anticipated ‘Education Outcomes Funding’ program. The objective of the program is to ‘strengthen support for schools and out of school children through education’. This 5 year program will be implemented in the Northern and Upper West regions of Ghana to provide Complementary Basic Education to children who are currently out of school with the purpose of reintegrating them back into primary school. Additionally the program will support schools to implement sustainable interventions that will lead to improved access, learning and retention. Effective literacy and numeracy education will be at the heart of the program.

Description
As part of the senior management team, the Senior Operations Manager will supervise the finance team and ensure transparent, cost effective program implementation. She/he will also provide necessary support to all partner organizations to build the capacity of their financial management structures. 
Roles and Responsibilities
Financial Management 

Supervise project finance team; 
Ensure sound financial management of program, including oversight of cash flow and banking; preparation and submission of financial reports to HQ;
Provides budget management and financial oversight in coordination with the finance team, senior management team and Boston-based staff; 
Prepares quarterly budgets, forecasts, and financial reports, and monitors program expenditures to ensure financial compliance with donor policies and guidelines;
Monitor implementation of annual work plans and assist in creating appropriate reports for activity-level financial management; 

Compliance & Operations 

Oversee the day-to-day administration of project, including oversight of the field accounts, approval of expenses, inventory management, procurement, human resources, grant management, and IT
Routinely visit partner offices to ensure policies and procedures are consistently applied and documented;
Provides necessary support to all partner organizations to build the capacity of their financial management structures. 

Sub-award Administration (where applicable)

Oversee the full cycle of sub-award management activities, including sub-award solicitation, pre-award assessments, negotiations, monitoring, compliance visits, and project closeout;
Oversees budget management of the project’s sub-awards to ensure accurate and timely disbursement and liquidation of sub-award expenses;
Ensure ongoing partner adherence to WEI and Donor financial and accounting policies and procedures, and implement applicable compliance policies, procedures.

Required Skills or Experience

Master’s Degree in Finance, Accounting, Administration or related field preferred; 
Knowledge of U.S. government financial management practices, previous experience with USAID projects preferred; 
At least five years of finance-related experience in the non-profit, private, or public sectors;
Experience managing an annual budget of between 3-10 million USD. 
Previous experience working with the Government of Ghana and/or local partners in the implementation of large-scale, complex, development projects  
Experience in sub-contract management and financial monitoring; 
Demonstrated knowledge of financial management programs such as MS Excel and Quickbooks;
Ability to work as part of a team with local partners and consultants;
Ability to read and write in English;
