Job Description
REQUEST FOR QUOTATION (RFQ), IMPLEMENTATION OF A 2-WAY TEXT MESSAGE INTERVENTION
IPA Ghana is requesting for quotes with reference to the setup of an Implementation of a 2-way text message intervention as specified in the table below:
IPA is planning to send two-way messages to people about covid-19. The questions have response options (yes or no) that would be sent to respondents and they reply by selecting an option from the list supplied. This triggers a follow-up response [based on the option selected], which are captured automatically. This activity involves:
Initial enrolment message to as many people as needed to get opt-in response from 16,000 (i.e., opt-in to receive COVID messages from IPA. The service provider must use its own generated RDDs (randomly generated dialing) to get the numbers for this enrolment.
Sending 3 messages per week, for 4 weeks, to 20,000 people (i.e. the 16000 from above plus 4000 sample that IPA will provide). The 20,000 individuals are randomly assigned to one of two groups. The total number of unique characters is 160 with about 824,000 text messages assuming only 30% of the people reply to our quiz questions. Further assumptions about the text message is given below.

How To Apply
IPA Ghana now invite service providers to submit, free of charge and without obligation on the part of IPA Ghana, a quote based on the following terms and conditions.
Quotes should be valid for a period of three (3) month after the deadline of quote submission.
All quotations shall: Be in the English language, Contain detailed cost in Ghana Cedis (GHS) with applicable Tax/Charges clearly identified, and provided against each of the categories of services, Provide requested payment terms and conditions, Include a contact name, email address, and telephone number to facilitate communication between IPA and the vendor.
All documents with quotes must be sealed and marked: TEXTMSG(IPARECOVR2020)
Sealed envelopes with quotes should be addressed to the address below or e-mailed to GH_proposals@poverty-action.org no later than 5:00 PM, Friday May 22, 2020.
