Job Description

TERMS OF REFERENCE FOR THE SUPERVISION, MONITORING AND REPORTING OF COVID-19 CAMPAIGN MESSAGES DISSEMINATION IN ACCRA, KUMASI AND TAMALE METROPOLITAN ASSEMBLIES IN GHANA
 
1. About Water and Sanitation for the Urban Poor (WSUP)
WSUP is a not for profit making company with a focus on delivering sustainable water and sanitation services to the urban poor and vulnerable communities. WSUP operates a tri-sector partnership between the private sector, civil society and academia, focused on addressing the increasing global problem of inadequate access to water and sanitation for the urban poor. WSUP believes that access to safe and affordable water, improved sanitation and improved hygiene practices underpin poverty reduction through impacts on health, education and livelihoods. This is supported by the belief that sustainable and viable improvements can only be made by strengthening the technical capacity and financial viability of local service providers. 
 
WSUP has a strategic portfolio of six countries in Africa and South Asia where it works in close partnership with local service providers and national government. WSUP’s approach in each city begins with the identification of approaches to improve the direct delivery of service improvements at a representative scale, in order to A) enable the practical application of capacity development of the local service provider, and B) remove a key barrier to a better functioning market for pro-poor service delivery by using grant funding to overcome risk aversion to failure. Through the delivery of financially viable and effective service provision at a representative scale in each city, and by strengthening the capacity of local partners to provide pro-poor services under viable business models, WSUP aims to trigger investments for the scale-up of service delivery at the city and ultimately the national level. WSUP is committed to sharing the learning from its work with the wider sector to inspire replication and ensure maximum global impact.
 
2. About the Project – Building Urban Resilience to Covid-19
WSUP has received funding from Unilever-DFID HBCC (Hygiene Behaviour Change Coalition) to help provide essential key messages and services to the urban poor communities in Accra, Kumasi and Tamale in line with the Government of Ghana responses to the Covid-19 pandemic. WSUP approach to the campaign will be carried out in two phases. In the first phase, WSUP will collaborate with:

The Ministry of Sanitation and Water Resources (MSWR) 
Ghana Health Service (GHS)
The Ministry of Information/Information Services Department (ISD)
The National Commission for Civic Education (NCCE) and 
Authorities of three Metropolitan Assemblies (Accra, Kumasi, Tamale) 

In addition, WSUP will work with water and sanitation utilities to empower vulnerable city residents with preventative and protective messages regarding Covid-19  via  social media platforms, community radios, information centres, and high traffic areas such as lorry parks and market centres. With the collaboration of these metropolis and other local government and community based organisations, WSUP is designing inclusive messaging to make sure that specific people, such as persons with disabilities, marginalized groups and the elderly are not left behind in the fight against the pandemic, both in the short and medium term. 
 
In the second phase, WSUP will include schools in order to reach students/pupil with messages on prevention, protection, safety and security and on how and where to seek early support when in danger with covid19. Critical to this campaign will also be the training and capacity building of Environmental Health and Sanitation Officers (EHSOs), Health Promotion Officers (HPOs) and other key Officials of the three Metropolitan Assemblies who will carry on the campaign after the life span of the project to ensure that gains made are sustained. Overall, the project is guided by the following Theory of Change (ToC).

3. The Approach of the campaign
The project approach will focus on media and community level campaigns across the three project areas. WSUP will do this in line with Government/Ghana Health Service (GHS) messaging on Covid-19 campaigns in Ghana. Messages that will be delivered will cover issues of prevention, protection, safety, security and where to seek early support when showing signs and symptoms of Covid-19.
 
3.1 Focus of Campaign Messages
WSUP will work with the Ministry of Health (MoH) to agree on key campaign messages in line with the Covid-19 campaign protocols sanctioned by the Government of Ghana and adapt to the campaign approach. WSUP will provide these adapted messages to the consultant for the purposes of this assignment. These messages will focus on personal, family and community hygiene for Covid-19 prevention and resilience to the pandemic.
 
3.2 Channels/Medium of Dissemination
The campaign messages will be delivered through a variety of channels, including: Social Media, Bulk Text Messaging, Community Radios, Information Centres, Information Vans, Lorry Parks and Market Centres. Apart from English, the messages will also be translated into major local languages of the project areas such as Ga, Twi and Da
 
In view of the approach, WSUP is requesting for the services of a consultant to lead the monitoring, supervision and reporting of messages dissemination in the field across various media channels in Accra, Kumasi and Tamale in line with the Covid-19 campaign. The Consultant is also required to monitor, assess and report the efficacy of the messaging regarding reach and useful lessons learnt regarding media channels effectiveness in the delivery of the messages in line the campaign plan and approach.
 
4. Services Required Under this Assignment
4.1 Purpose and Objectives 
The purpose of this project is support Government of Ghana (GoG) Covid-19 campaign in Accra, Kumasi and Tamale, to build the resilience of urban residents in these cities to Covid-19 infection. The General objective of this assignment is to ensure a comprehensive hygiene campaign as preventative measure to Covid-19. The consultant will ensure that messages are delivered at the right time, place and with the highest quality. The specific objectives include the following:
a. Work with all the media channels for the quality delivery of the agreed messages with the required standards 
b. Ensure that messages designed for the campaign are those being delivered in the field 
c. Ensure that the messages are delivered according to schedule.
d. Oversee, supervise and monitor all the channels delivering these messages and report same to WSUP. The reporting should cover the following:

Conduct any performance analysis including average impressions, likes, comments and shares on social media.
Monitor the number of phone messages reached by text 
Monitor radio station, information centres, information van estimates regarding reach by listenership.

NB: WSUP will provide all the messages, audio and audio-visual materials to be used for dissemination throughout the campaign. The consultants is not required to develop/create any message. WSUP is working with Ghana Health Service to adapt and modify existing Government messages and use them for the campaign, the requirement for this assignment is for the consultant to monitor, supervise proper dissemination of the campaign messages and report to WSUP.
 
4.2 Required Deliverables
For this assignment, WSUP requires you to supervise and monitor the delivery of the Covid-19 campaign messages on various media channels in Accra, Kumasi and Tamale. The Consultant is not required to develop or create the campaign messages. WSUP will discuss and agree on the campaign messages to be disseminated. However, WSUP will make available all Government approved and adapted text messages, audio and audio-visual messages to the consultant for dissemination. The required tasks are:
 
4.2.1 Task 1: Dissemination of Campaign Messages
The campaign will rely heavily on direct community level distribution through information centers, information vans and community radio announcements. WSUP will compile and provide to the consultant contact and location details of all information centers and radio stations in the target project communities, market and lorry parks in all 3 locations. The consultant is also required to design a social media dissemination, monitoring and reporting approach. WSUP will provide approved phone text and social media messages to the consultant adapted from Ghana Health Service (GHS).
 
4.2.2 Task 2: Monitoring Message Delivery and Efficiency
This task involves monitoring of all message dissemination through all media platforms. The consultant is required to monitor and report on effectiveness of the message delivery including providing monthly number of beneficiaries through the various media per project location as well as providing recommendations on any changes to message delivery including frequency, delivery platforms etc. The consultant is required to develop a comprehensive methodology/approach for monitoring indicators and template for preparing and submitting monthly monitoring reports to WSUP based on agreed schedule. Based on the monitoring the consultant will be required to review the messages and develop others where suitable.
 
4.2.3 Task 3: Reporting Message Dissemination and Impact
The consultant is also tasked to monitor and report progress on the message’s dissemination and report to WSUP. This include assessing the efficiency of the messaging and any useful learnings regarding the effectiveness of the media channels in the delivery of the messages and the reach. The table below summarizes the required tasks by number of days.

4.3 Schedule of Work
The services of the consultant as outlined (Table 1) and days would only be counted from the start of each task and is expected to be completed by the stipulated periods in line with the various phases of the assignment.

For quality purposes the consultant shall receive comments/feedback on every report submitted within 3 days of submission before submitting final reports.
5.6. Reporting and Liaison Work
The overall Task Manager for this work is the Country Programme Manager. Please send all queries to wsupghana@wsup.com. Location specific Project Leads are Social Business Lead (Accra), M&E Lead and Project Lead (Kumasi) and Research and Policy Lead (Tamale). However, day to day support to the Consultant will be provided by Project Officers who will be stationed in each project location.
 
6. Contract Terms and Condition
A standard WSUP service agreement format will be used, subject to the supplier’s agreement with the terms and conditions. Where the bidder is a consortium, the contract (Research Agreement) will be signed with a single prime contact. 
 
6.1 Terms of Payments 
Subject to satisfactory performance and regular reporting, payment shall follow the following schedule:
 

All payments will require prior invoicing and would be made through bank transfers upon receipt of a valid invoice by WSUP standards. All invoices should be submitted to WSUP Ghana Finance and Admin Officer at wsupghana@wsup.com.
6.2 Budget 
The budget for this assignment is………inclusive of VAT (sales tax) or other taxes as required by  the laws of Ghana; this amount will be expected to cover all costs, including any sub-contracting of staff and any travel costs of the consultant or the consulting firm. 
6.3 Bidding Procedure 
Bids should be submitted to wsupghana@wsup.com before 5pm Ghana time on 30th June 2020 . The bid document should contain the following:

6.3.3 Summary of relevant experience of lead organisation and other participating organisations or key individuals
6.3.4 Statement of understanding of the objectives and requirements for this assignment. 
Statement of the available start-up date and anticipated final completion date. Include any sub-contracted participants, with participants named as far as is possible. Clearly indicate total budget break down by activity. Also include all CVs including the lead consultant who will take primary responsibility for the design and management oversight of this assignment. 
6.4 Criteria for Bid Selection

WSUP reserves the right to negotiate the scope and pricing to best ensure that the services required meets value for money standards and will be delivered within the available budget. We are very happy to respond to clarification queries of any sort prior to bid submission. Where WSUP consider that the response to a query should (for reasons of fairness) be shared with all potential bidders who have expressed prior interest, we will do so by emailing all bidders who have already contacted us to express an interest in bidding.

5. Consultant Profile and Capacity to Deliver
WSUP is opened to receive bids from media research, marketing and communication consultancy organizations or individuals.   However, WSUP require a single lead through which all contracts, negotiation and invoicing should be managed. Bidders should demonstrate strong experience in media message monitoring on multiple media platforms and channels including the social media. WSUP require the consultant to demonstrate a very good understanding of current Covid-19 campaign messaging in Ghana. The successful consultant/team will be able to demonstrate the following:
 
5.1 Experience managing mass media and multi-channel campaigns.
5.2 Clear recommendations for how to effectively measure the reach and impact of campaigns including how optimise campaign plans for testing and learning throughout the campaign duration.
5.3 Experience negotiating media purchases and managing media owners/editors.
5.4 Experience delivering successful social media campaigns with relevant performance reporting.
5.5 An understanding of behaviour change principles.tp relating to hygiene.
