Job Description
OVERVIEW
In 2020, the U.S. President’s Malaria Initiative (PMI) VectorLink project is supporting social and behavior change (SBC) activities to increase the correct and consistent use of insecticide-treated nets (ITNs) among target populations in Ghana.
The PMI VectorLink Ghana project has financial support from PMI and technical support from the Ghana Health Service (GHS) National Malaria Control Program (NMCP) to implement a community and facility based SBC activity in Central Region to promote the facilitators of ITN use and address the barriers to ITN use among pregnant women and health workers.
In December 2019, the project conducted an ITN Use SBC Design Workshop with GHS staff from two districts in Central Region: Asin North  and Mfansiman.  The objective of the workshop was to develop three to four prototypes for SBC activities that address the barriers to and promote the facilitators of ITN use. The project used existing data on the barriers and facilitators along with a human-centered design process to develop the prototypes.  A sample of existing data on the barriers to and facilitators of ITN use are available in a recently published article titled, Understanding the gap between access and use: a qualitative study on barriers and facilitators to insecticide-treated net use in Ghana[1].  A full report of the PMI VectorLink ITN Use SBC Design Workshop is available upon request.
PMI VectorLink Ghana seeks a suitably qualified indivual or organization to (a) consolidate, refine, and finalize prototypes developed for pregnant women and health workers during the PMI VectorLink ITN Use SBC Design Workshop. and (b) implement the finalized prototype.  The expected period of performance is 15 May to 31 December 2020.
RESPONSIBILITIES OF CONTRACTOR
The selected organization will perform the following activities under this contract:

Technical

Consolidate, Refine, and Finalize Prototypes

Meet with VectorLink Ghana ITN team to discuss ITN Use SBC Workshop report and outcomes.
Consolidate prototypes emerging from ITN Use SBC Workshop into one or two high-fidelity prototypes representing activities to be implemented at health facilities and Community-based Health Planning and Services (CHPS) compounds to increase ITN use among pregnant women and health workers and in the community by community health nurses (CHNs) and community health officers (CHOs) to increase ITN use among pregnant women.
Refine consolidated high-fidelity prototypes through three informal, non-research focus group discussions with the target populations (pregnant women and health workers).
Finalize high-fidelity prototypes to prepare for implementation at scale in Central Region.

Implement Activity and Associated Materials

Prepare activity and associated materials for implementation at scale in at least 10 districts (proposed by the bidder) at all public health facilities and communities surrounding public health facilities in those districts.  An approximation of the districts and health facilities in Central Region is provided upon request.

Translate activity and associated materials into applicable local language, as relevant.
Replicate and / or duplicate sufficient associated materials, as relevant.
Conduct training on implementation of the activity and associated materials in collaboration with GHS and PMI VectorLink Ghana, as relevant.
Procure and provide associated materials and / or equipment and / or consumables required for implementation of the activity, as relevant.

Support implementation of activity and associated materials at health facilities and in communities in coordination with GHS.
Develop and execute a plan for monitoring implementation of the activity and associated materials at health facilities and in communities.
Develop and execute a plan for supervising implementation of the activity and associated materials at health facilities and CHPS and in communities in coordination with GHS and PMI VectorLink Ghana.
Write a quarterly report on implementation of the activity and associated materials.

Logistical

All logistics associated with the consolidation, refinement, finalization of the high-fidelity prototypes and implementation of the resulting activity and associated materials are the responsibility of the organization.Logistical considerations may include but are not limited to the following:

Ensure regular coordination with PMI VectorLink Ghana team, as described below.
With PMI VectorLink Ghana team, ensure regular coordination with GHS at national-level, including the NMCP and Health Promotion Department, and regional- and district-level in Central Region.
Ensure timely payment of per diems and transport (as relevant and per USAID Ghana policy).
Ensure clear and complete tracking and documentation of all expenses, including but not limited to retaining receipts.
Print approved training materials in sufficient quantity and in time for training, as relevant.
Ensure availability of sufficient supplies for implementation of the activity and associated materials at targeted health facilities, CHPS, and communities.
Secure a suitable location for training, as relevant
Ensure the safety and security of personnel.
Assess the accessibility of roads prior to deployment to ensure access to health facilities, CHPS, and communities
Maintain routine communication with PMI VectorLink Ghana team, including weekly phone calls, in-person meetings, and written reports as requested.
Develop and participate WhatsApp group.
Submit soft and hard copies of the activity and associated materials to PMI VectorLink Ghana before the end of contract at the request of PMI VectorLink Ghana.
Collaborate regularly and as requested with PMI VectorLink Ghana team.

 
REPORTING SCHEDULE
The following reporting touch-points between the selected organization and PMI VectorLink Ghana in-country and headquarter teams are anticipated:

Weekly progress report emails and updated timeline on implementation activities during contract period.
In addition to the above, Skype calls, phone calls, WhatsApp messages and calls, and emails with VectorLink Ghana team members as needed to ensure timely implementation of activities.
Submission of a monthly activity monitoring report.
Submission of a monthly supervision report.
Submission of a quarterly report outlining success and challenges during the reporting period.
Submission of a final report, in lieu of a final quarterly report.

 
DELIVERABLES
The organization is expected to submit the following deliverables to PMI VectorLink Ghana. Timelines for submission will be discussed upon award.
Consolidate, Refine, and Finalize Prototypes

Description and images of consolidated high-fidelity prototypes (not to exceed one page of text).
Report of community feedback on consolidated high-fidelity prototypes (not to exceed five pages).
Description and images of finalized high-fidelity prototypes (not to exceed one page of text).

Implement Activity and Associated Materials

Duplicate of finalized activity and associated materials, as prepared for implementation.
Detailed implementation plan, including timeline
One-page monthly monitoring report
One-page monthly supervision report
Quarterly report (not to exceed five pages)
Final report (not to exceed 20 pages)

Required Skills or Experience
