Based at:   Safi Sana Plant, Ashaiman

Background
As part of the expansion drive, Safi Sana is seeking applications to fill the position of a Monitoring & Evaluation (M&E) Officer to support the office in Ashaiman (Accra). The position is full-time and subject to funding, with an immediate starting date. The initial contract will be for 12 months, with possible extensions based on performance and funding
Job purpose
The Monitoring & Evaluation Officer will be responsible to design and oversee all monitoring and evaluation (M&E) activities, including ensuring full compliance with donor requirements, assisting the Safi Sana teams in Ghana and the Netherlands in defining outcome indicators, data collection tools, database and information management systems, analysis and learning activities to ensure accountability and efficiency of the programme and various projects. The Monitoring and Evaluation (M&E) Officer will be in charge of coordination and implementation of the monitoring and evaluation, research, and learning framework of various projects and programmes in the organisation. He/she will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered. He/she will also provide technical assistance when needed by management particularly in relation to monitoring, reporting and governance issues.
Key responsibilities

Undertake and facilitate the implementation of a M&E plan, regularly revising and updating performance questions, indicators, methods and formats.
Assist the Safi Sana management team in developing tools for logframe indicators for quarterly data collection.  This includes the development of data collection forms, databases and other tools.
Maintain programme databases that will enable Safi Sana to compile, analyse, and report on the information collected through M&E systems/tools.
Provide training and support to staff as needed to ensure that data collection, analysis, and reporting systems are accurate, organized, and sustainable.
Review the quality of existing data in project subject areas, the methods of collecting it, and the degree to which it will provide good data for impact evaluation.
Follow up on monthly reports from staff on programme progress against work plan and provide feedback highlighting areas of concern and progress and ensure their timely submission.
Prepare all required data for the online reporting systems for donors such as GCC, DRK, Vitol
Perform other relevant duties as and when assigned, by or via the Senior Manager and/or senior management team.

Project performance monitoring

Conduct data quality assurance and ensure reporting against log frame and performance indicators
Review and analyse weekly reports to identify potential bottlenecks in project implementation and to enhance quality of reporting.
Ensure appropriate response to data queries raised by donors, project teams and partners.
Develop dashboards to be presented to Safi Sana staff in Ghana and in the Netherlands
Ensure that data is well disaggregated and captures the various gender dynamics in the program
Visualize findings from data on PowerBI or as needed
Develop Power BI formulas to triangulate data from different sources
Combine data from multiple files when needed and eliminate files to avoid duplication of data

Required Skills or Experience

Professional experience with Monitoring & Evaluation systems in NGO context
Bachelor’s degree in Social Sciences/Project Management/Statistics/Economics/Public Policy
At least three (3) years relevant experience in monitoring & evaluation, project management, networking, donor relations and developing/writing project reports.
Experience in grants management is highly desired
Ability to implement new systems
Ability to independently plan and manage work processes.
Experience in working through systems of community participation and accountability
Strong report writing skills
Demonstrated analytical, organizational, and written communication skills in English
Advanced knowledge of Microsoft Excel, PowerBi or a similar data analytics programme is preferred
Experience of training and capacity building
Ability to promote organizational learning and knowledge sharing.
